In order to promote the green transformation of agricultural development, we used a partial linear function coefficient panel model measure impact environmental regulations in 30 provinces and cities China on technology innovation total factor productivity. The advantage this is that it can take into account heterogeneity regional economic development levels, is, by introducing variables are functions levels as coefficients regulation. research results show that: when level low, regulation has limited productivity, but gradually increases, more significant two.
